The gate: Accreditation and participation under Iowa Administrative Code 281-20
What the rules actually say
We have not found a single sentence on the official sources that states the requirement cleanly enough to quote, so we are not going to invent one. The sequence below comes from our own state-by-state research, and every source is linked at the bottom for you to read yourself.
The sequence, in order
1. Form the school entity + EIN. Establish the nonpublic school as a legal entity; school banking is set up through Stripe inside the Odyssey ESA portal.
2. Meet Iowa Code 256.11 education standards. Build curriculum, staffing, and instructional hours to the state standards accreditation is measured against.
3. Obtain nonpublic-school accreditation (STATE GATE). Get Iowa general accreditation (DE site visit) OR accreditation from a state-approved independent agency; new schools seeking the independent route must notify the DE by April 1. Funds cannot flow without it.
4. Register the school on the Odyssey ESA portal. Confirm and register the accredited school on Odyssey (applications, payments, compliance).
5. Set up school banking via Stripe. Configure the school’s banking through Stripe to receive tuition/fee payments.
6. Enter tuition, verify students & get paid. Families pay tuition/fees first from the ESA through the portal (Sept 30 deadline); leftover funds go to the Odyssey Marketplace.
Where founders actually stall
Iowa ties participation to accreditation, so the real timeline is the accreditation timeline. Founders budget for the ESA application and forget the far longer thing sitting in front of it.
