The gate: NCSEAA approval as a participating nonpublic school
What the rules actually say
We have not found a single sentence on the official sources that states the requirement cleanly enough to quote, so we are not going to invent one. The sequence below comes from our own state-by-state research, and every source is linked at the bottom for you to read yourself.
The sequence, in order
1. Form the entity + EIN. Establish the school as a legal entity with an EIN; NCSEAA pays the school directly, so the payee must exist.
2. Operate an in-person NC nonpublic school. Operate as a nonpublic school providing in-person instruction at a North Carolina location.
3. Register with DNPE as a nonpublic school (STATE GATE, step 1). Register with the NC Division of Non-Public Education. DNPE registration must be FINAL before NCSEAA can process your signup.
4. Submit New School Signup in MyPortal (STATE GATE, step 2). Submit the New School Signup Request by June 15 (documents by June 30) and receive SEAA initial approval.
5. HDMA national criminal background check. Your Highest Decision-Making Authority orders a national criminal background check sent to SEAA; you cannot sign the participation agreement until results are received.
6. Sign the Nonpublic School Agreement (DocuSign). After the check clears, the HDMA signs the Nonpublic School Agreement via DocuSign to participate.
7. Upload tuition schedule, certify enrollment & get paid. Upload your tuition/fee schedule; the school certifies enrollment and the parent endorses the award in MyPortal; SEAA pays the school electronically twice a year. Grade 3+ recipients take a standardized test.
Where founders actually stall
North Carolina pays through NCSEAA directly rather than a marketplace platform, so getting your school onto their approved list is the whole game. Everything else is preparation for that application.
