The gate: Approval under the Parental Choice Tax Credit, administered by the Oklahoma Tax Commission
What the rules actually say

The sequence, in order
1. Form the entity + EIN. Register the school as a legal entity with an EIN to be a payee.
2. Obtain accreditation (STATE GATE). An "accredited private school" must be accredited by the OK State Board of Education or a Board-approved association (70 O.S. §28-101). Schools participating as of 4/15/2025 have until 3/1/2027 to comply.
3. Register the school on OkTAP (STATE GATE). Participating schools must register with the Oklahoma Tax Commission on OkTAP before any funds flow.
4. Set up Enrollment Verification Numbers (EVN). Parents request a unique EVN per student from your school; you issue it, they enter it on their OkTAP application. Build a process to generate/track EVNs.
5. Operate a compliant private-school facility. Run as an operating private school meeting local health/safety/occupancy codes.
6. Bill tuition & handle the PCTC checks correctly. The credit ($5,000–$7,500, two installments) legally belongs to the PARENT (70 O.S. §28-101). The check is mailed to your school for logistics, but you must RELEASE it to the parent — who then chooses to endorse it back for tuition or pay another way (any excess over tuition must be returned to them). Treat it as parent-directed tuition, not guaranteed school revenue, and reconcile per student. Note: recent family-application windows have been oversubscribed — check current timing.
Where founders actually stall
Oklahoma runs its program as a tax credit through the Tax Commission rather than the education department, so the paperwork lives somewhere founders do not think to look.
