The gate: Registration under the Private School Choice Program, including the Intent to Participate
What the rules actually say

The sequence, in order
1. Form the entity + EIN. Register the LLC/nonprofit with the Wisconsin DFI and get an EIN. The entity must be able to operate as a private school and meet the program’s fiscal-solvency requirements.
2. Establish as a WI private school (file PI-1207). Operate as a recognized Wisconsin private school and file the PI-1207. Only an established private school can register for the Choice programs. Note WPCP is income-limited (~220% FPL), not universal.
3. Submit Intent to Participate + register with DPI. Submit the electronic Intent to Participate attesting the school will comply with all PSCP requirements, and register the new school with DPI. This opens the compliance track for the coming year.
4. Complete DPI Fiscal Management Training. The school’s PSCP administrator must complete DPI’s Fiscal Management Training as a condition of new-school participation, covering the audit, reserve, and internal-control obligations.
5. Obtain preaccreditation by August 1 (STATE GATE). A new school must obtain preaccreditation for all grades from a DPI-approved entity by August 1 before its first term, then attain full accreditation within the statutory window (schools first participating in 2025-26: by Dec 31, 2028). Missing the Aug 1 deadline blocks participation.
6. Meet the teacher credential requirement. Every teacher at a Choice school must hold a DPI teaching license OR at least a bachelor’s degree from an accredited institution. This is a hard staffing constraint to plan hiring around; document each teacher’s credential.
7. File a surety bond or budget report + annual audit. By May 1 before your first year, submit either a DPI Budget & Cash Flow Report or a surety bond equal to 25% of expected Choice payments; the bond renews annually (minimum two years) until a clean GAAP audit and sound-practices evidence remove it. An annual financial audit (due the following Oct 15) and Fiscal & Internal Control report (Dec 15) follow. No staff background check is PSCP-mandated, but meet all health-and-safety codes that apply to public schools.
8. Confirm enrollment for quarterly EFT payments. DPI pays the school directly per eligible pupil via EFT, quarterly (about Sept, Nov, Feb, May), contingent on verified enrollment and compliance. Reconcile the four payments against your roster.
Where founders actually stall
Wisconsin distinguishes a "new private school" from an "existing" one, and the requirements and deadlines differ between them. Founders assume one path and miss the deadline for the one that actually applies to them.
