The gate: Approval as an Education Service Provider, paid through Odyssey
What the rules actually say
“Eligible Entities: Private educational institutions, tutors, educational centers, specialized educational services, and supplemental programs.”

The sequence, in order
1. Form the entity + EIN. Register the school as a legal entity with an EIN. ESPs need not be physically in WY (virtual allowed); family-member ESPs are prohibited.
2. Email WDE for a custom school registration link (STATE GATE). Schools/Pre-K facilities charging tuition must email
[email protected] for a CUSTOM registration link (they do not self-serve the generic vendor form).
3. Complete the Odyssey ESP application. Provide provider details, licenses/certifications, services offered, and agree to the assurances.
4. Receive provisional approval to begin serving (STATE GATE). On initial approval you get PROVISIONAL status — you may serve ESA students while awaiting full certification.
5. File a surety bond if over $150k/yr in ESA funds. ESPs receiving/expecting >$150,000/yr in ESA funds must file a surety bond; below that threshold, none.
6. Pass the WDE certification review (STATE GATE). WDE conducts an assurance-compliance review within your first year of service; passing = FULL certification. Ongoing annual surveys/audits.
7. List offerings & invoice via the Odyssey Marketplace. Families spend their $7,000/student ESA (incl. tuition) via Odyssey; you’re paid as an ESP. NOTE: program is operating now but under ongoing constitutional litigation (injunction lifted May 2026) — a real risk to weigh.
